Clause 26 - Schedule 1

Schedule 1 of the Children, Schools and Families Bill is proposing to amend the current education act in order to give Local Authorities new powers over home education.

**The Children, Schools and Families Bill will have its
second reading in parliament on 11th January**

Schedule 1 - which is enabled by Clause 26 - will alter certain sections of the current legislation, in several places in the current legislation. The resulting puzzle of references to different sections and amendments can be difficult to put together as a coherent and readable whole.

Some of the reasons why we are concerned about Clause 26:

Clause 26 is trying to add into the law requirements that all home educators:

apply for a licence to home educate annually under threat of being issued school attendance orders;

are monitored and inspected simply because their children are not in school;

are expected to let complete strangers enter their homes, or other venues where they and their children spend time learning, in order to interview their children about their welfare and education under threat of not being allowed to home educate.
